I would expect that number to be 50% - my observations are that people claim they have a financial plan but in fact it's not comprehensive enough and don't take into account all their needs.

Also, 49% of Americans don't have any savings - why would they need a financial plan? :)
Twenty-eight percent of Americans have nothing in their savings accounts and another 21 percent don't even have a savings account, according to a new survey from GOBankingRates.

It's not surprising as only 57% of Americans are financially literate vs. 66% in Germany and 67% in the UK. Actually, Northen Europe has the highest scores in Financial Literacy.
